So, I was playing as normal, but when I got out of the campsite, the pet wanted to ride, but it couldn't spawn a vehicle. I rejoined, but after exiting the salon, the same thing happened

Hey n!
In my testing, I have found that you need to be a certain distance away from these no vehicle zones before you can spawn vehicles. For instance, for the Salon example, you can't spawn them right outside the door but once you're on the street they will spawn alright.
If you are still experiencing issues where they can't spawn anywhere, please try to grab a screen recording for me and I can investigate further.
